Lack of Soaking

I have had Phineas for about a year now. He's about 2 years old and 30 inch long. I have never seen him soak in his water bowl. I have to manually soak him in my sink every time he in his shedding cycle. I also have to manually remove most of his shed, including his head piece with eye caps. I know that he spends a little time in his dish because of the substrate in it. I don't know if it madders but the water dish is on the warm side of his cage. Also Phineas spends all of his time buried sometimes with his head poking out. Any suggestions would be welcome.
