I owned a Spadefoot toad for a while and he exhibited the same burrowing behaviors. I wouldn’t be too concerned about him climbing they aren’t the most agile of creature’s lol. But I wouldn’t disturb him by digging him up just now either. He could just be stressed by the move and being in a new environment, digging him up would only add to this.
Not finding the burrows entrance is pretty common, they’re surprisingly good at covering their tracks lol. Try looking to see if he’s coming out at night, newly place frogs tend to be more nocturnal. If you find no sign of him for a few days then that’s when Id go looking for him. Be sure to check every nook of the cage before over turning substrate though, they can wedge themselves into the most abstract areas.
