Hemipenes staying out

Hello,
I'm new to breeding geckos. I just recently introduced my male crested to my female. This morning, his hemipenes was sticking out and it has stayed out most of the day. Right now it's partially back in and he's licking it. Is he OK? Is this normal behavior? I don't recall reading this when I was researching. Any help would be appreciated, thank you.
