How to easily siphon water out

I have a little red eared slider in a 10 gallon tank. The water is basically up to the top, with some room for a basking area so it's very heavy to carry and the dirty water splashes everywhere.

I've tried different gravel cleaners/siphons made for fish aquariums and they never seem to work right. So I was wondering what does everyone else do when they need to change the water. How do you siphon it out? And also would, a siphon like this one with a pump on it work? http://www.petco.com/product/102258/JBJ-Instant-Siphon-Gravel-Cleaner.aspx

Would appreciate any tips and pointers!
