A little extra info about husbandry in terms of the enclosure, substrate, etc, might be helpful. Even at a month the animal may not be comfortable with its new environment especially if its been handeled frequently. In terms of seasonal slowing down how does its owners say it behaves this time of year and was it eating well before they gave it to you? If its constipated then you can feed it a little mineral oil and give it a soak in warm/hot water a day or two later. If you do soak it please dry it carefully and set it under a basking area to make sure water trapped in the tail scales evaporates so it does not get tail rot and do not soak repetively. If it does go ahead and defecate then you might want to have a vet examine it for a fecal. To see if its eating when its not around you can if the substrate is sand smooth it out around the food dish to see if it leaves tracks around it.
