Welcome to the world of permits. Don't blame David Dell. He has more on his plate than he can realistically do. They don't have a permit biologist and haven't for a while, nor will they have one anytime soon.

So you're finding out about how you need to get a permit, yet you might not be able to get a permit because there isn't someone to give you a permit. I quit working with couperi because of it.
