What are you feeding her and what kind of lighting do you use?(if she is inside) Are the areas getting worse? It's really hard to tell exactly what it may be. Try finding a vet in your area or contacting one that has good knowledge of tortoises. Also you maybe able to find a breeder with experience as well. Until then, lets start with the basics.
