A permit is needed when you are sending an Indigo from a state that allows them to another state that allows them. Example PA to CA. A permit is not needed if purchasing within a state that allows them. Example PA to PA. NJ does not allow them like everything else NJ does not allow. I mean we're not even allowed to pump our own gas. I researched this over and over. NJ does not allow them. If they did I would have owned them years ago.
