Did you measure head to TIP of tail? or base? Either way, one is obviously about half the size of the other and may be bullied. Do you know the sex of them yet? As adults, you can introduce male and female or female and female, but not male and male. If you have a male and female, make sure that the female is of the proper breeding age/size, has enough calcium in her diet, and also make sure there is at least one other female in there. Most of the time, if kept together 24/7, males will constantly harass a single female. Adding another female in there will divide his attention among them.
