Granted there will be some minor differences depending on the locality of your poecilonotus, they are pretty similar to other med/large LA colubrids.
I would say minimum cage size is 4x2x2 per adult. I keep two in this size cage when I attempt to breed, but I actually would like to move my female to a 4x2x4 sometime so there is a good sized cage when I introduce the male. When he is not with her, I would have a 4x2x2 for him.
Low end temps in the mid 70s and high end in the mid/upper 80s. If you can offer a higher basking area, they will likely use it, but you don't want to compromise their ability to get to cool ends.
Humidity in the 60-80% range depending on season. Spring I would keep it higher 80 %
Substrate I used indoor/outdoor carpet for a while but have come to appreciate organic a lot more. I use Cypress mulch. I would like a soil/sand combo as much or more but it makes a mess in my white cages. I personally do not think aspen is ok for tropical colubrids, but thats me.
Let me know if there is anything else I could share.
