Moving import hub to prevent exotics?

I recall reading something someone mentioned about a very interesting tactic that would allow the import of various species, but would preventing the colonization of any exotics would be to move the "Import hubs" via airlines AWAY from warm places like Miami to somewhere much more inhospitable, like Montana, or Chicago.

I seem to have lost the post amidst all the recent ones. If someone could elaborate, that would be great. We should make this a real suggestion to these people. Sure it would be a pain, and be expensive, and would probably loose some people some jobs, but why are their jobs more important then ours ? They could just move wherever the airline did, right? Thats what we are expected to do when laws change for us...
