Your husbandry sounds perfect, except for the compact light source, which others say causes blindness. Can you find incandescent bulbs there if you can't find other UVB? Also, do you give Jello (cute name!) any vitamin supplements so he won't get MBD? Without UV light, he'll need a powder on his food now and then that has vitamin D3 plus calcium.
As long as he is getting his vitamin supps with calcium and d3, I'd say, not to worry! Sometimes they don't grow very fast and then get a growth spurt. He'll have better sheds, once he's had a good growth spurt. Good luck with Jello!
