Yes, probably, although I saw an imported Papuan in the classifieds recently that didn't stay listed for long.

Blisters in a captive born animal could be from different causes, although excessive moisture is one of the most common reasons. I've seen it in plenty of other species and if the humidity is corrected i.e. they aren't allowed to sit in water or wet all day- it generally resolves as it sheds out.
