Little help with heating please..

I have her in a 10 gal tank with lots of hides, branches and eco earth.I'm using flexwatt set at 92 but its only 89 on the eco earth in her cage. Thing is she is staying at the top in the branches 75 degree there.I picked her up this morning and she is very cool to the touch..Should I use overhead heat instead of flexwatt under the tank? I have yet to see her go down to the hides or the warm ground area.

I can move her to a 20 gal if needed to have more of a heat gradient with overhead heat.Or even move her to a 10gal size bin.

Also the last inch of her tail has some stuck shed.Should I just leave it and give her extra humidity? She isnt exactly cooperative.
