Some lizards are more reluctant to use a nesting box. We usually have better luck with nesting areas. We will section off a portion of the cage, using rocks or bricks. We fill the area with sand, which is kept moist. Usually, it also helps to have a hiding place partially burried in the sand, or just at the surface. We often use slate tiles, or flat rocks (just make sure you support the rocks, don't put them directly on loose sand, or it could collapse on a digging lizard). This gives the lizard a good place to start digging from. Your collared lizards' eggs may not have been fertile, if they were just dropping them off in random areas of the cage. Then again, it is still possible that they just were not satisfied with their nesting boxes. You can try the nesting area method with them also. It has worked well for us in the past.
