Smithsonian and 500 lb salamander?

Just read the following:

Biologists at the Smithsonian's National Zoo hope to mate the rare 5-foot-long, 50-pound amphibians for the first time outside Japan in 100 years.

My take: The smithsonian can't even care properly for all the animals currently kept at this poor excuse of a zoo, and now they want to save this animal from extinction? This is a taxpayer funded institution that has never used the intended monies intelligently, ever. The Gov't never got anything right. Will the "corp of engineers" be giving advice on this?
