You CAN get a permit to keep certain herptiles that are native to New York State. It's called the “GENERAL PERMIT FOR THE COLLECTION AND POSSESSION OF AMPHIBIANS AND REPTILES FOR EDUCATIONAL AND SCIENTIFIC PURPOSES” and is applied for to, and issued by, your local office of the New York State Department of Environmental Conservation; Division of Fish, Wildlife, and Marine Resources; Bureau of Wildlife.
