JQP, safely is a relative term! Normal females can breed and lay eggs between 3-5 years of age and 4-6 feet long. Males can be bred at 2-3 years 3-6 feet as long as they don't get eaten by their larger dates! They do require a cooling period of about 10-15 degrees. Season depends greatly on what part of the planet your on. I am in South Florida and they start breeding for me Jan-March with hatchlings in July-August. They will eat each other as adults and hatchlings sometimes. Good luck!
