What species? (South American)Oxybelis sp. or (Asian)Ahaetulla sp.? In either case, their venom only effects small lizards frogs etc. There are no reported cases of serious reactions from either species as far as I am aware. Both species are defensive strikers but not chewers, getting any kind of reaction is extremely rare. You are right to consider them as you would a Hognose. As for legallity, I live in Maryland and the Department of Natural resources here does not consider them to be venomous. So you should consult the State DNR for where you live and ask them to send their decision to you in writing so you can retain it for your records. Not all animal control people know snakes or the laws surrounding them, you have to protect yourself from some joker making a hastey decision. I have a signed letter from the Maryland DNR for every rear-fanged in my collection.
