PVC for DIY rack

I'm looking at the cost effectiveness of building a rack for 41 qt tubs or purchasing one from one of the reputable manufacturers.
I plan on using PVC foam sheets, cut to size, for the shelf bottoms instead of melamine or some other type product.
Has anyone used such product before? I'm concerned with the fire resistance of the pvc since I plan on using under tub heating (flexwatt). Product specs indicate fire retardant, but I'd like some advice, opinions, etc. from guys/gals that actually used the product for their snake racks.

Any information, advice, opinions, etc. will be greatly appreciated.
