getting a sulcata

My wife and I are thinking of getting two baby sulcatas. I plan on building a large tortoise table for.the first few years but I am wondering how to build an outside enclosure for the winters here in north carolina. Should it be made of cinder block or could I insulate a wood one well enough? Should I have a concrete pad as the floor? What is the best way to heat it? I was thinking a radiant heat panel and a large heat pad but wasn't sure if that would be enough. I wanted to build it pretty large so he would still have some room to move. I also kinda feel bad about keeping him couped up all winter so should I tr to build a small greenhouse attached to it so he could still go out? Sort for all the questions but I just want to try to get everything in order before we get them. Thanks for any help
