Yes, it should work. But, the piece to be worked on needs to be securely clamped down on a work table or it's liable to shoot out from you.

Not so sure you can use it on rack that is already built because of the distance between the shelves. Will your router fit in there? If so you should be fine, just strap it down against something in order to firmly secure it. Best of Luck!
