Greg, to me it depends on where you live and by that I mean-are you in the city where you don't have to worry about raccoons, or are you in the suburbs where there are often two raccoons for each person? Is your pen safe from fire ants and dogs? Can it be kept moist? The safety of the turtle should be the deciding factor if the habitat is otherwise perfect for baby turtles.
