Outdoor tortoise in Seattle

Hi there, I've been looking into getting a tortoise or two and was wondering if there were any particular ones that would be hardy enough to live outdoors come the end of May - early September or so?

I've got a great little garden bed that would work (over 10ft in length, 2ft in width, and has raised up sides so the little guys/gals couldn't get out) great in the summer months.

I've been looking at Russian's, Hermann's, Redfoot's (although I know they require a hire humidity)... anything else I should look at? I've got a good sized tortoise table made and in my basement for an indoor enclosure, just hoping to get them as much natural sunlight as possible.
