Top soil safety

I currently have a fantasy frog on coconut husk and Eco earth combo. However the substrate is starting to mold. I turn the top layer over every couple of days to prevent this. I was wondering if the organic top soil I use for my savannah monitor is ok to use for the fantasy frog.
