I would make sure its not just dirt/insect juice that has dried on the beard. Soaking in luke warm water then carefully brushing the area with a soft toothbrush should remove it.

If it persists, I suggest getting a vet to look at it. It could be several different things, including fungal or bacterial...only way to know for certain is for a vet to take a scrapping and examine in the lab.
