Most people that cannot get on the recommended breeder list have probably been challenged a couple of times and were not able to adequately prove their case. It might be a case of "fool me once, shame on you, fool me twice, shame on me". There is no doubt that people have been caught and like a "credit rating" it takes time to get it back if you keep a clean record. If you do not keep a clean record you may never get a good rating. If you do not have a clean record, you probably have no one to blame but yourself. If you breed generics or highbreds, you will probably have a bigger hill to climb.
