Health certificate and shipping reptiles

Hello, I have a question in regards to interstate shipping of nonvenomous reptiles and Amphibians into texas. I have been told that it is texas state law that you need a health certificate when shipping Reptiles and Amphibians interstate into texas. Is this true? I have contacted the texas commision of health and they stated that there is no such state requirments for reptiles, amphibians, fish and invertebrates but would like to know for sure. Also is there any website or contact that can prove this for sure. This information is greatly needed and appeciated.
