Pacman frog heating

Hello, I am thinking about getting a pacman frog but I have learnt they require heating such as a heat mat. I am not sure where to put the heat mat as the tank will be on on a plastic/propylene? shelving unit. do I put the heat mat under the tank on the plastic or inside the tank??
