best heat for a humid enclosure?

A 4x2x2 with a water feature like a waterfall and partial pond design in it.Should I use a CHE. heat cable, or what kind works best.Im hoping to get between 60/70 percent humidity.I dont need high heat, its for a BRB.
He is in a tub at present but Im working on a nice display cage for him.
