what they mean is like rusty patches...on the sides..where the light blotches used to be as a juvenile....
YES...PA makes alot of them...I know from central western pa...like I think Centre county maybe Huntington Co...they have alot with rust blotches.....here in Lancaster or even York...they may or may not get totally black or retain some lighter blotches....I don't see reds,rusts or oranges here in Lancaster or York Counties though....
you said..eastern Pa....anything is possible with blacks...some are totally patterned as adults.....
I have seen total rusty colored garters in the Lehigh Gorge and I know they have been found in Tioga/Potter counties also....(usually greens to tans as normal eastenr garters)...

I heard of a totally chocolate black rat in Rock State Park ,MD 17 years ago.....and I saw a chocolate skunk run over last week in Mountville ,Lancaster Co.....so...hypo is around...in alot of critters... .... ----- ........JY
