If it's not CITES listed, it must be declared. You declare it with a form 3-177. Any reptiles brought into the USA via airlines must be part of the cargo, not in the passenger space. It will be inspected by Customs and FiSh and Wildlife. If ANYTHING is amiss, including proper packaging and labeling, your animals will probably be confiscated (you'll never get them back) and you might be fined.
