female aggression

i have noticed my tortoises fighting recently, but it is the female who has been starting it, is this a dominance issue or if it isn't then what could it be? she has also been mounting the male as well. and i have noticed the male holding his mouth open but usually it is only when the female starts to harass him, so could it be something with the respitory system or is it a form of body language? also i have noticed missing scales on both tortoises, will they eventually grow back and should i worry about infection? if it helps they are russian tortoises.
