Shipping live animals is expensive, no way around it. Boxing fees alone are sky high. It's very likely that in even the cheapest scenario, you'll pay several times the worth of the animals in shipping/customs/permits/inspection fees.

But our pets are often times beyond price. If that's the case with you, you do have some options.

Price a few shippers on the IPATA.org website. They have an online directory.

Check the big shippers, FedEx ships animals, so does Delta Air cargo. I'm not sure about UPS or DHL, but it wouldn't hurt to ask.
