Black Rat skin problem

I have a new to me large Black Ratsnake that has developed a skin problem since I got him about 6 weeks ago.

He just shed a few days ago. Before the shep, he was looking as if he was covered in dust. I put him under a shower, but that did no good, and nothing ever seemed to come off on your hands.
After his shed, he still looked the same.

Any ideas?
