You can use a UTH, but use a thermostat. Herp-related t-stats are available almost anywhere. You want the kind with a probe. Tape the probe onto the heat pad, elevate the cage, and slide the heat pad under. Use a larger heat pad so some of it can stick out - you can tape the probe to the part sticking out as long as it is an area that has heat as well.

You can also stick, tape, glue, etc a heat pad to a piece of tile, then place the heat pad and tile inside the cage. Tile on top, heat pad below. Use a lamp dimmer to control the heat, or a thermostat. In the case of an inside heater, a lamp dimmer is easiest.

You may not need any lights if you have a properly-heated floor. Depends on the ambient temps of course.

Last method - place lots of branches in the cage, then use a heat lamp attached to a thermostat or lamp dimmer. Luckily cornsnakes are adaptable and will bask up in the branches for heat. Many other types of snakes will not.
