21 eggs, from a female Woma?! Holy hell. Most I've ever heard of was 15. I got 13 last year from my big girl.
Anyway, all depends on the female. My big girl just laid those 12 eggs saturday or sunday (was out of town) and she'll probably eat tonight. But, some take a week or so to settle down and get back into the summer season foraging mood.
I would check her lower half and feel for any extra eggs that might have not come out (seriously doubt after 21 she'd have anymore).
