Again... there are laws already in place...child welfare laws. If you put your kid in the line of danger or are negligent there are already avenues in place to deal with people like this. The only problem is that it is under used and precedents are not set. thus there is no perceived sense of enforcability and idiots that need legal incentive to act responsibly fear not the rule of the laws that already exist.
