Pickerel Frog Embryos?

This was photographed in a puddle in July. There were many pickerel frogs in the area. Are these pickerel frog embryos? Is there a way of telling? Are they even frog embryos at all? This area also has a large spotted salamander population. Sorry the image is a little out of focus.
