Pretty much. What you have to remember, many breeders are breeding morphs into these true sd's to bring crazy morph size down. With each generation that gets bred we get closer and closer to the size of true sd's with the morphs in them, but they will never be true pure sd's. Very few people still dabble in pure dwarf and/or sd's. Also, keep in mind, it is an accepted "rule" that anything that is 50% dwarf or sd is still considered dwarf or sd, hence the snow retic for instance. The anery sd is a pure form, but it got bred into the albino to create the snow. So, actually and technically the first snow generation was 50% sd, but was sold as such due to it being greater than or equal to 50%. As the snow gets bred and bred and bred, the percentage of sd creeps up. Although, it will never be 100%, at some point it will be so close to 100% that it basically will be.
