Small bull snake?

Hello. I have recently rescued a bull snake from someone who was neglecting it for years. I know the snake is at least 2-3 years old. For the 2 years this person owned it, the snake was only fed 1-2 mice every 2-3 weeks.

After doing some research on bull snakes, I have found that they can reach up to 8 feet long. Mine is MAYBE 3. I feel that the time it was starved might have stunted its growth.

He is eating well now, and he has fattened up in the months I have had him, but I was wondering if he will always be small because of his previous owners care?
This is my first snake, and I was just unsure if he would ever catch up to what he should be.
