Can this kind of lip growth be ligated?

My thirteen year old dog has a growth on her lip. It is pinkish white and grew there very fast (about two weeks) it started out smooth but became rough on the surface as it grew. My vet said it was not a tumor but merely a build up of something.(I can't remember what). He said the same thing can happen on the gums but in that case it's called by a different name. Do you know from this what I'm talking about? I apologize that I can't remember what it is called.

Our vet said it was nothing to worry about but that unless it gets torn off on something, it will be permanent. It's not causing any big problem, but is pulling her lip outward slightly and making her drool. I'm also worried that she will tear it off on something when I'm not around, and be frightened.

It's not on a stem but it does get smaller at the base. Is this something that could safely and effectively be ligated by tying it off at the base?
