Maybe I'm being extreme here, but I don't think so. It sounds like mental illness in that mom. Also, the other child in the family getting bitten may have given this kid the idea of saying he was bitten.
Thank God your dog was vaccinated up to date. This is one time when it is critical. A dog who did NOTHING can be put to sleep over a false accusation if that dog doesn't have an up-to-date rabies vaccination.
We desperately need rabies testing that does not require examining a dead dog's brain. That's what we're up against, because rabies is virtually always fatal to a person who gets it.
So, thank God you had a current vaccination. Do watch your dog carefully, as at his age there can be changes in behavior due to arthritis or other physical problems. Never leave any dog alone with any child under school age. That is just not safe. ----- Kathy Diamond Davis, author, "Therapy Dogs: Training Your Dog to Reach Others," 2nd edition, and the free Canine Behavior Series articles at http://www.veterinarypartner.com/Content.plx?P=SRC&S=1&SourceID=47
