fungus or grownth??

my oranda'a tail and dorsal fin have white blotches around the edges, they have seem to have gotten bigger from yesterday, i know he is going through a grownth spurt because i feed him alot, plus his head grownth has a white similar blotch to it and i know that is a sign of grownth. I am 100% sure that is is not ich, the other fish in the tank do not have this. I have also changed 50% of the water. He also eats and swims like normal.
