Is my fish sick...or lazy?

I have a 4 yr old Oranda. A few days ago he started sitting at the bottom of the tank in the corner. When I bang on the tank walls or feed him, he will usually get up and swim around...But just now I tapped on the walls for like five minutes before he "got up". I read that this could be swimbladder problem, or perhaps a paraiste.
It also looks like one of his fins is a little "rotted"...but maybe I'm just getting paranoid.
Should I be worried about him sitting at the bottom of the tank, or is he just resting?...Any suggestions on how to treat a sickly fish?
