cedar poisonous?

Hello, I'm new to these forums and have a question regarding an outdoor fishpond. My parents moved into a new house in the last year and their was a nice sized(500 gallon) concrete pond in the back yard underneath 2 red cedar trees. There were no fish but several frogs living in it. We decided to put a few koi and goldfish in it to add some beauty but to our dismay the fish died. The only thing we could think of is that maybe the cedar needles falling into the water are possibly poisoning the fish? Any hints, suggestiongs, ideas would be greatly appreciated.
