It can get several degrees below 0 or barely freeze at all. On the average it does get pretty cold, just not for months at a time. Personally, I wouldn't try it but it might work. Also, a pond that size would probably require more then one heater to keep the temperature even thru out. He should really talk to one of the local fish stores that deal with ponds.
