fish pond help

Hello
I am new to keeping fishes etc. i am in melbourne australia but i couldnt find a good help resource.

Anyway, i am setting up a small pond in my back yard about 1.5meters x 1.5meters and a depth of about 30cm.

I was thinking of having a few gold fish and some feeder fish.
I was going to put 1 underwater pot plant and a water lilly or 2.

My QUESTION is do i still need a filter or a pump?? wont the plans generate enough oxygen.
also can u tell me what the difference between a pump and a filter is.
