Black edges to fins

I have 2 Chinese Fanies. One "bob" seems to have black edges to his fins that are increasing, also has a mark on one gill.

He did have a small black mark on dorsal fin which has spread.
The other Fancie seems fine.

I have only had them a few weeks so the tank is still cycling.
I have done water test and Nitrates and Ammonia levels are low.

Both are feeding well. Both act odd, Sitting still in corners and in plants & hiding sometimes. This might be normal behavious for this type of fish ?

I have started adding an anti bacterial to the water just in case. Any ideas advice would be great.
