brown algae or muddy water?

Early this spring, our pond was crystal clear. After the first rain of the spring, the water turned opaque and brown. It looks like there are particles in the water, but we cannot tell if it's brown algae or something else. Since that time, the water has not cleared up once. We had the water tested, and it seems fine. We have tried an algecide, then a bacteria supplement, and finally removed the barley and stones and added a coil to the biofalls, still the water is dark and murky... we can only see our fish when they come to the surface to eat, and I haven't seen my frogs in over a month.

Suggestions?
